Originally situated at 50 Main Street, City Hall was officially opened at its new location of 20 First Avenue on August 13, 1984.
The City's main objective is to provide service to the general public. City Hall is the administrative centre of The City of Flin Flon's operations and is open from 8:30 am to 5:00 pm Monday to Friday.
All municipal services are handled, including information and payments:
- licensing (businesses, dogs, bicycles)
- building (permits, regulations, etc.)
- municipal services (water, roads, cemeteries, etc.)
- municipal by-laws
- taxes (assessments, levies, etc.)

Water
The City of Flin Flon will be commencing the construction of a new potable Water Treatment Plant in June of 2011 with anticipated commissioning in the Spring/Summer of 2012. The new plant will provide a high level of treatment that will meet the new Drinking Water Quality legislation coming into force in March 2012. The new ultrafiltration system will provide average daily flow of 3700 m3/day and is capable of meeting future maximum day flow of 7700 m3/day. Storage capacity will be increased to 6500 m3 and efficiencies will be added to the water heating and distribution system.

Residential Garbage Collection Service
Residents are reminded of the following excerpts from The City of Flin Flon By-Law 34/94 regulating the storage and disposal of garbage and other refuse:
Keep a clear path to the garbage bins.
Back Alley Collection: Provide your own garbage bin with secure, animal proof lids, and ensure bins are off the ground.
Front Street Collection: Provide your own garbage bin with secure, animal proof lids and ensure bins are out no earlier than 12 hours before pickup.
Only household garbage will be picked up.
No furniture, appliances or construction material will be picked up.
Grass clippings and leaves must be bagged.
Cat litter or dog feces must be double-bagged and put into sealed cardboard boxes.
Bags weighing more than 40 lbs. (20 kgs) will be labeled with a "Heavy" sticker and left for disposal by the homeowner.

For existing property owners, it is important to know what you need a building permit for. Here are some commonly asked questions on building permits.
What is a building permit?
A building permit is a document which grants legal permission to begin construction of a building project, and is issued by the building department.
Why is a building permit required?
A building permit is required in order to protect the health, safety, and welfare of the occupants. It does so by providing the means for the City of Flin Flon to review the project design and to inspect the construction for minimum standards as required by the Manitoba Building Code and the City of Flin Flon Building By-Law. In addition, this will ensure compliance with the city’s Zoning By-law.
What construction projects require building permits?
A building permit is required for new construction, additions, alterations, renovations, relocations, and repairs or rehabilitation of a building or structure, while some minor repairs do not require one. Electrical, mechanical, and plumbing permits may also be required. It should be noted that a zoning development permit is required for any change in site development or land use.
Examples of other projects which require a building permit:
Construction of accessory buildings (storage sheds, etc.) exceeding 10 sq. metres or 108 sq. feet.
Construction of attached and detached garages and carports.
Construction of decks in excess of 200 mm or 8 in. above the ground.
Construction of temporary buildings.
Finishing of previously unfinished spaces such as rec rooms, family rooms, attics, etc.
Installation of solid fuel burning appliances such a wood stoves and fireplaces.
Installation of pools, including any device capable of holding 600 mm or 24 in. of water.
Non-structural alterations or repairs where the value of such work is less than five thousand dollars ($5,000).
Relocation or removal of any building or structure.
Repair and underpinning of foundations.
Examples of projects which normally do not require a building permit:
Construction of fences (an application for a fence must be completed and approved).
Installation of cabinets and shelves.
Patching, painting, and decorating.
Replacement of doors or windows when the opening is not altered.
Replacement of open landings or stairs.
Replacement of stucco, siding, or shingles with the same material.
What if I fail to take out a permit?
If the work does not comply with code requirements, costly repairs may be required.
Legal action may be initiated to ensure compliance.
The cost of the permit may be doubled.
Work that cannot be made to comply will require removal.
Occupancy Permits
In addition to obtaining the necessary building permits you may also require an occupancy permit. A permit is required for:
The occupancy of any new building or portion thereof,
The occupancy of any existing building where an alteration is made,
For a change in use from one occupancy to another, or when the size of the occupied space is altered, or there is an increase in the occupant load.
For a change or addition of an occupancy in a building; and
For a change from a use not previously authorized to a new use.
An occupancy permit is not required for a single-family dwelling, two-family dwelling or a multiple-family dwelling without shared exit facilities.
